The analytical survey of the Russian phytosanitary legislation throughout the last 25 years is compiled. The main directions of legislative work are shown, concerning mainly agricultural production (plant protection) where the food safety is ensured, and the main volume of legal regulations of processes of crop production, storage, transportation and utilization is carried out. The radical changes happened in social and economic development of society have been considered: administrative reform, reforming of agro-industrial complex, and changes in the civil, land and forest legislation. Comments are provided on some regulations which have been adopted during this period and have had noticeable impact on development of the phytosanitary legislation. Problems of modern legal regulation in the field of plant protection and quarantine are discussed. Harmonization of Russian and international phytosanitary laws are considered
